Two questions. Two different remaining amounts.
Available to Budget tells you what has not yet been allocated. Remaining to Spend tells you what has not yet been spent from the budgets you created.

BUDGET SETTINGS
Organize categories by how you budget for them.
Budget Settings lets you classify active expense categories so predictable commitments stay separate from more flexible day-to-day spending.
BUDGET VS ACTUAL
See how each category is tracking.
Compare what you planned with what has actually been recorded and see how much of each category budget remains.
OVER BUDGET
A negative remaining amount shows where the plan was exceeded.
When actual spending becomes greater than the category budget, utilization moves above 100% and Remaining becomes negative.
